The idea
Nested lists can share a counter to build 1.1, 1.2, 2.1 style numbering. Reset the counter on the list, increment on every item, and use counters(item, ".") (plural) to join each level with a dot.
This level needs counter-reset, counter-increment, and content — the nested numbering is visual, so the engine checks the properties.
