The idea
page-break-after: always forces a break *after* an element — useful for a title page or a section that must end a sheet. Like page-break-before, it is inert on screen, so the geometry is pinned and only the syntax is checked.
page-break-after does not change screen geometry, so the box size is pinned in the base styles — this level checks the syntax.
